The project "School Doctor" - Has won first place in competition on applied programming. Minister of information technologies and communications of the Russian Federation Leonid Rejman has suggested entering in children's polyclinics electronic passports of health instead of paper cards. In the USA, minister has explained, such passports have allowed to lower on 11 % superfluous consumption of medicines and more than on 2 % — cases of hospitalization. Such innovation will give not only economic benefit, but also will raise quality of health services. In the project a task in view of construction and the account of economically focused need of school and preschool establishments of Russia in the organization of conducting a database of patients, supervision and the conclusions of practicing doctors. Use of the given project in the organization of preventive and medical process, since preschool establishment and including a pension age. The project «School Doctor» is designed for work of doctors of preschool and school establishments. The program will help the doctor quickly with an interactive mode to generate the case record and an extract, epicris, conditions of the patient containing the system description, results of the laboratory analyses, the appointed treatment, researches and consultations, to see available graphic information (X-Ray, ultrasonic, etc.) to thumb through and if necessary to copy corresponding section. The built in database allows to store not only the full information on the patient, but also data of all inspections for each patient, and also all received images, comments and reports. The program will allow doctors to look through from other cabinet’s results of any inspections of patients, including images, reports of inspections and the conclusions (the images received by means of other applied programs) can be stored in this database also. The program complex is realized on the personal computers incorporated in the local computer network. The quantity of workplaces is defined by structure of medical establishment and the accepted technology of processing of the entering and proceeding information. The given project is the open complex. The structure of the project includes various subsystems, the so-called automated workplaces of experts which consist of applied programs created on the basis of the program «School Doctor».  On the scheme #1 the structure of the Data-processing centre which carries out automation of activity of all divisions specified in the scheme is designated. These actions connected by unified information streams. The configuration of project is defined by concrete needs of region. The given system is a multiplatform development. It can function in the environment of various operational systems, allowing thus to use any already available techniques in medical establishment. The program has high system of protection against not authorized access through a multilevel complex of passwords, and also there is a high protection against loss or partial destruction of the information. It possesses the friendly interface of the user, allowing introducing it without destruction of the developed technology and the organization of works. The given program should have an information retrieval system which allows to carry out information search by the criterion certain by the user and to receive any information from a databank both about one patient, and on the certain site (to a polyclinic, school, establishment). The system allows to make samples of patients and the information on them (data from " Histories of development of children " and out-patient cards, dispenser supervision for a month, year, on groups of health and diseases, structure, lists of the patients consisting on the special account, etc.) on any, set user, to conditions. Besides by means of system it is possible to obtain all possible statistical data which analysis will allow revealing, in particular, tendencies and laws of disease depending on various factors. As in the program the opportunity of automatic drawing up of plans of carrying out of inoculations for all pupils or the chosen group for any period of time, routine inspections and dispenser surveys on diseases is stipulated. In case of non-observance of scheduled dates of inoculations all the subsequent inoculations will automatically be re-planned, and necessary messages go by means of SMS. This function is necessary for complete scope at arisen epidemics. For example, we have provided work of the program focused in conditions of insurance medicine (registers of the finished cases and the rendered services, stattalons). The system of generation of forms is included In the program stattalons by means of which at occurrence of corresponding normative documents it is possible within several minutes without intervention of the programmer to prepare the new form stattalons with which all system will work. The given program provides FULL AUTOMATION of work of the doctor with the documentation and an opportunity of transition to paperless technology. |
